 data literacy program as part of your overall data management strategy can 
 be a challenging task, especially in a decentralized government model. In t
 he State of Texas, there are over 170 different state agencies/higher educa
 tion organizations that&nbsp;are in the various phases of developing their 
 individual agency data management plans. The Office of the Chief Data Offic
 er works in collaboration with these state agencies to establish best pract
 ices and standards that&nbsp;they can use in the development process. Using
  the DAMA DMBOK, Texas developed and rolled out a Fast Start Learning (FSL)
  resource guide for agency data managers to use in discussions with their l
 eadership. The guide highlights in an abbreviated &ldquo;Spark Notes&rdquo;
  style the key questions that one would need to understand from each indivi
 dual DMBOK chapter/principle.</p>\n<p>Discussion topics include:</p>\n\n
