  large health care conglomerate located in St. Louis, Missouri places data 
 at the center of their mission to provide a national model among health car
 e integrated delivery organizations.&nbsp;However, data created without gui
 dance, rules, or defined responsibilities is data that cannot be transferre
 d to value for the organization.&nbsp;The organization has undertaken the t
 ask of identifying where administrative enterprise-level data policy develo
 pment is needed in their Data and Information Management Lifecycle (DIL) to
  ensure the full value of their data assets is realized.</p>\n<p>Methods:</
 p>\n<p>The assessment and analysis of administrative enterprise-level data 
 policy included identification of in-scope policy sources, categories, subc
 ategories, and documents.&nbsp;Identification of policy documents applicabl
 e to data was completed via a data keyword search, while data applicable po
 licy documents were classified into DIL phase via DIL phase specific keywor
 d searches.</p>\n<p>Results:</p>\n<p>Of the 299 administrative enterprise-l
 evel policies analyzed, 256 (86%) were applicable to data.&nbsp;Prevalence 
 within each phase of the DIL was as follows:&nbsp;Capture &amp; Collect (35
 %), Storage (42%), Access (68%), Display &amp; Use (38%), Dispose (18%), an
 d Secure (95%).</p>\n<p>Conclusions:</p>\n<p>Prevalence of existing policy,
  operational need, and guidance are considerations that must be weighed in 
 selecting areas for policy development.&nbsp;Resources for policy analysis 
 and policy-making are also another consideration as this process requires c
 onsistency in the allocation of time and application of practice.&nbsp;A de
 fined data policy advising and support strategy will also ensure the proper
  governance structure and framework are in place for successful deployment 
 of data policy-making initiatives.</p>\n
